Sometimes it makes a lot of sense for system administrators to completely disable the Control Panel for security reasons and to prevent the user from making any changes to the settings of the computer. This can easily be done by following the steps below:
Step-1 Open the Windows Registry.
Step-2 Navigate to the following Registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Step-3 Under the Explorer key, in the right panel create a new DWORD value called NoControlPanel its value to 1 to disable the Control Panel and to 0 to enable the Control Panel.
Step-4 Now if you try to open the Control Panel, you will see the following error message.
