It is actually possible for a system administrator to prevent users from using the Shut Down, Restart, Sleep and Hibernate options normally accessibly through the Start menu and Ctrl-Alt-Del keys.

Step-1 Open the Local Group policy Editor by clicking on the Start ORB button and typing gpedit.msc in the search option.

Step-2 Browse to User Configuration > Administrative Templates > Start Menu and Taskbar and in the right panel double click on the Remove and prevent Access to the Shut Down, Restart, Sleep and Hibernate commands option. 

Step-3 Now you will given the option to disable the use of the Shut Down, Restart, Sleep and Hibernate commands. These options will disappear from not only the start menu but also from the Ctrl-Alt-Del keys.
